You should add or upgrade much higher memory especially if youre using many applications on youre computer, and you should also perform scandisk and defrag regularly, and delete or uninstall other files or applications that are not important.

What sort of PC is it, feline? Simply that older machines are going to be relatively slow anyway, but that newer machines that suddenly run slow could be being dragged down by spyware.

Also, as laarni080 stated, uninstall any applications/software you simply don't use. A lot of this will set up as soon as your PC is booted and then run in the background even though not used, taking up CPU memory.

It seems like there are a lot of unrecognizable programs that run during start up on my pc, but they all seem to be Windows programs. Is there a way to make start up more efficient?

It will all depend on the PC. If it's old enough, it may be time to start from scratch. If it's newer, it may require maintenance. It's impossible to say without more information.

Well memory is the all important factor which can determine largely how much you can speed up your PC. Memory coupled with few other factors like authorized software, regular defrag (if windows system) should be the key factor.

As all of them said, Memory is important; but try to find out the fastest and latest processor your board supports. You could also buy another hardisk and make it RAID.

Try changing your computer. I think with the lates intel core duo processor, SATA technology and DDR2 RAM, you won't be disappointed.
